New laws address gays, children, immigration

Measures on gay rights and child safety are among the top state laws taking effect at the start of 2013, along with attempts to prevent identity theft and perennial efforts to restrict abortion and illegal immigration.

In many states, new laws take effect on Jan. 1, while in others they do so 90 days after a governor's signature.

Voter-approved laws allowing same-sex couples to marry take effect in Maryland in January and in Maine on Saturday. California also approved a law exempting clergy members opposed to gay marriage from performing same-sex marriage ceremonies.

In California, a first-of-its-kind law bans a form of psychotherapy aimed at making gay teenagers straight but is on hold during a court challenge. The law would ban what is known as reparative or conversion therapy for minors; such therapies are widely discredited by medical professionals.

A number of laws seek to protect children from bullying and abuse. Pennsylvania school employees in contact with children, who already must report suspected abuse, must now be trained to recognize the warning signs, their legal obligations and what are considered appropriate relationships with children.

That law was being debated and voted on in June as a jury was finding former Penn State assistant football coach Jerry Sandusky guilty of 45 counts for sexually abusing 10 boys over 15 years.

California coaches and administrators in K-12 schools, as well as higher education employees who have regular contact with children, will be required to report suspected child sexual abuse. Oregon will require school employees to report acts of bullying, harassment and online bullying. Oregon schools must also adopt a policy on teen dating violence.

Also in Montana, voters overwhelmingly passed a measure requiring parental notification for minors' abortions, while in Georgia a new law will prohibit doctors from performing an abortion 20 weeks after an egg is fertilized unless a pregnancy is determined to be medically futile, meaning it would result in the birth of a child unlikely to survive because of a serious defect. Georgia became the seventh state in the country to approve the so-called fetal pain act.

"Today, we are reaffirming Georgia's commitment to preserving the sanctity of all human life," Gov. Nathan Deal said in a statement released shortly after he signed the bill in May.

The measure passed over the objection of many female lawmakers, including Sen. Valencia Seay, who said the bill's passage and signing was "unconscionable, but not surprising" and typical of the male-dominated General Assembly.

New Hampshire enacts a ban on a type of late-term abortion procedure sometimes called "partial birth abortion" after lawmakers overrode the veto of Gov. John Lynch, who said the measure was unnecessary because federal law already prohibits such procedures. Supporters of the ban say they don't trust the government to prosecute the law.

In Maryland, parents will be able to freeze their child's credit at any time if the child becomes a victim of identity theft. "This just freezes the information to ensure that it's not used for ill purposes," said Delegate Craig Zucker, a Democrat who sponsored the bill in the Maryland House of Delegates.

In Delaware, state officials must request an annual credit report for every child in foster care.

Among other new laws:

? Alabama begins cracking down on the state's 900,000 uninsured drivers with a new system that allows instant checks by police, license plate offices and the state Revenue Department.

? A pair of laws in Georgia and Pennsylvania address the shortfalls faced by some states from the cost of unemployment benefits by raising employers' contributions to unemployment compensation trust funds.

? In New Mexico, drivers registering their car or truck will be able to donate $1 or $5 to a state fund that supports programs and services to veterans, such as assistance in finding a job or treatment of post-traumatic stress disorder. In Utah, U.S. military personnel will be exempted from having to pay a full year's property taxes after their return from 200 days of active duty in any calendar year.

? In Florida, it will no longer be illegal to flash your headlights to warn oncoming drivers that police are lurking on the roadside ahead. The legislation was introduced after drivers were ticketed for warning other motorists that officers may be trying to catch speeders on the highway.

? A California law bans the use of dogs when hunting bobcats or bears, while Wisconsin's expansion of its hunting seasons to a month in autumn and another in April was a scaled-back version of a proposal that would have allowed hunting across a seven-month period from mid-October to late May. Residents reacted to the longer proposal with thousands of angry letters and emails.

Most people who opposed the measure said they would stop bringing their families to state parks if there were a chance of being struck by a stray bullet or of a pet straying into an animal trap. Supporters countered that hunting has long been a Wisconsin tradition and that hunters were well-versed in practicing safe techniques.

Shinzo Abe Elected Japan's New Prime Minister (VIDEO)

TOKYO ? Old-guard veteran Shinzo Abe was voted back into office as prime minister Wednesday and immediately named a new Cabinet, ending three years of liberal administrations and restoring power to his conservative, pro-big-business party that has run Japan for most of the post-World War II era.

Abe, whose nationalist positions have in the past angered Japan's neighbors, is the country's seventh prime minister in just over six years. He was also prime minister in 2006-2007 before resigning for health reasons that he says are no longer an issue.

The outspoken and often hawkish leader has promised to restore growth to an economy that has been struggling for 20 years. His new administration also faces souring relations with China and a complex debate over whether resource-poor Japan should wean itself off nuclear energy after last year's earthquake and tsunami caused a meltdown at an atomic power plant.

On top of that, he will have to win over a public that gave his party a lukewarm mandate in elections on Dec. 16, along with keeping at bay a still-powerful opposition in parliament. Though his party and its Buddhist-backed coalition partner is the biggest bloc in the more influential lower house, Abe actually came up short in the first round of voting in the upper house, then won in a runoff.

Capitalizing on voter discontent with the left-leaning Democratic Party of Japan, Abe has vowed to shore up the economy, deal with a swelling national debt and come up with a fresh recovery plan following last year's tsunami disaster, which set off the worst nuclear crisis since Chernobyl.

"Disaster reconstruction and economic recovery are our first and foremost tasks," new Chief Cabinet Secretary Yoshihide Suga said in announcing what he called a "crisis breakthrough Cabinet."

In foreign policy, Abe has stressed his desire to make Japan a bigger player on the world stage, a stance that has resonated with many voters who are concerned that their nation is taking a back seat economically and diplomatically to China.

He has said he will support a reinterpretation of Japan's pacifist postwar constitution to loosen the reins on the military, stand up to Beijing over an ongoing territorial dispute and strengthen Tokyo's security alliance with Washington. Beijing has already warned him to tread carefully, and will be watching closely to see if he tones down his positions now that he is in office.

Abe led the Liberal Democratic Party to victory in nationwide elections this month to cement his second term as Japan's leader.

"I feel as fresh as the clear sky today," Abe told reporters before Wednesday's parliamentary vote, adding that he wanted to get right down to business.

His new Cabinet will feature another former prime minister, Taro Aso, as finance minister. Heading the foreign ministry is Fumio Kishida, an expert on the southern island of Okinawa, where many residents angry over crime and overcrowding want a big reduction in the number of U.S. troops they host ? now at about 20,000. The new defense minister is Itsunori Onodera, who was in Abe's previous administration.

Abe has already named a roster of top party executives that includes two women ? more than in previous LDP administrations ? and is younger than earlier ones, with three of the four in their 50s.

The LDP governed Japan for decades after it was founded in 1955. Before it was ousted in 2009, the LDP was hobbled by scandals and problems getting key legislation through a divided parliament.

This time around, Abe has promised to make the economy his top priority and is expected to push for a 2 percent inflation target designed to fight a problem that was until recently relatively unique in the world ? deflation. Continually dropping prices deaden economic activity, and the Japanese economy has been stuck in deflation for two decades.

Besides generous promises to boost public works spending ? by as much as 10 trillion yen ($119 billion), according to party officials ? Abe is pressuring the central bank to work more closely with the government to reach the inflation target.

Storm brings white Christmas, tornado threat to central U.S.

WASHINGTON (Reuters) - A major winter storm brought a rare white Christmas to the southern U.S. plains on Tuesday, contributing to a 21-vehicle pile-up that shut down a major highway in Oklahoma, thousands of power outages and the death of a Texas man.

The storm system surging east from Kansas and the Texas Panhandle included tornados and severe thunderstorms along its southern fringe, from southeastern Texas to Alabama, the National Weather Service said.

The service reported a tornado warning for the Mobile, Alabama area late Tuesday afternoon.

CenterPoint Energy reported more than 20,000 customers without power in the Houston area Tuesday afternoon.

The storm is expected to expected to evolve into a blizzard from Arkansas to southern Illinois Tuesday night, with snowfall of up to a foot in some areas, according to Accuweather.com.

Accuweather.com senior meteorologist Kristina Pydynowski warned on the website that travel will be "extremely treacherous, if not impossible, as the snow clogs roads, such as interstates 24, 55 and 57, and the blowing snow severely lowers visibility."

The snowstorm will shift Wednesday to the eastern Great Lakes and northeast, she said.

Southern Indiana is under a blizzard warning starting early Wednesday morning, according to National Weather Service meteorologist Crystal Pettet. Indianapolis could see its biggest snowfall in four years, with a possibility of 10-12 inches of snow.

"Conditions should be pretty bad in time for rush hour," said Pettet.

A 25-year-old Texas man was killed Tuesday when a tree fell across a road in Harris County, in the Houston metropolitan area, according to Thomas Gilliland of the county's sheriff's office.

A tornado destroyed a building 13 miles southeast of Crockett, Texas, and a bank lost a section of its roof, according to Accuweather.com.

Freezing drizzle overnight led to 10 separate collisions on Interstate 40 at Oklahoma City just before 3 a.m., said Trooper Betsy Randolph, a spokeswoman for the Oklahoma Highway Patrol.

The 21-vehicle pile-up included three tractor-trailers and shut down the westbound lanes for about five hours, she said. Twelve people were taken to hospitals, and troopers are checking on the severity of their injuries.

In a rare taste of Christmas snow, Oklahoma City was forecast to get 3 to 6 inches of the white stuff on Tuesday. The city's biggest Christmas snowfall was 6.5 inches in 1914, and measurable amounts have been recorded only a handful of times on the date.
