White House adviser Froman unlikely to take trade job: sources

WASHINGTON (Reuters) - Michael Froman, White House deputy national security adviser for international economic affairs, is likely to stay in his current job rather than succeed Ron Kirk as U.S. trade representative, two sources familiar with the process told Reuters on Tuesday.

Froman was considered a top candidate for the trade position, but is hesitant about leaving a portfolio that already allows him to have huge say over trade policy in addition to international finance, energy and climate change.

"He is inclined to retain his White House portfolio," said one source familiar with his thinking.

President Barack Obama, in his inaugural address on Monday, specifically mentioned fighting climate change as an issue he wanted to advance over the next four years, and the source noted that Froman's current job includes "key second-term priorities."

Kirk announced on Tuesday that he would step down as the top U.S. trade official in late February. White House officials were still in the process of finding a replacement, the source said, and Froman remained in the mix.

"It's not 100 percent clear that he's not going to do it, but the odds suggest that he probably is going to stay," the source said.

"It wouldn't be surprising if Froman were to stay in his current role," another source said.

Treasury Under Secretary for International Affairs Lael Brainard and U.S. Export-Import Bank President Fred Hochberg are under consideration for the trade job.

Froman, a former Citicorp executive, has known Obama since they worked together on the Harvard Law Review and has advised him on policy since he was a senator.

He serves as the president's lead representative, or "sherpa," in international economic settings such as the G8 and G20 meetings.

Global shares hit 20-month high as Japan promises open-ended easing

LONDON (Reuters) - World shares hit a new 20-month high on Tuesday after Japan launched it boldest attempt yet to lift its stagnant economy, though the gains were cropped by a flare-up of concerns about Germany's banks.

The Bank of Japan, which has been under intense political pressure to overcome deflation and generate growth, hiked its inflation target to 2 percent and said that from 2014 it would adopt an open-ended commitment to buy assets.

The move surprised markets, which had expected another incremental increase in its 101 trillion yen ($1.12 trillion) asset-buying and lending program, though the delay before the easing measures kick in dulled the impact and saw the yen edge higher against the dollar.

European shares, which have been testing two-year highs in recent days, experienced a turbulent morning as markets latched on to a report that German regulators were simulating a separation of some banks' operations, and on rumors - later denied - that Deutsche Bank was preparing a profit warning.

Frankfurt's DAX <.gdaxi> fell as much as 1.4 percent on the talk but had clawed back more than half of the losses ahead of the Wall Street open, while the pan-European FTSEurofirst 300 <.fteu3> was down 0.2 percent on the day at 1,164.

This is a busy week for U.S. earnings, with Google Inc , Johnson & Johnson , Travelers Cos and Texas Instruments all on tap to report Tuesday. Tech earnings will be a particular focus after a disappointing sales outlook from Intel Corp last week.

A better-than-expected reading from the German ZEW investor sentiment index helped the recovery in European shares. It rose sharply for a second consecutive month in January in a sign that the euro zone crisis is no longer hitting Europe's largest economy as hard as in late 2012.

"There was a slight scare in Germany this morning which we saw particularly in the euro/dollar move but we have more or less recovered from that now," said Rabobank strategist Philip Marey.

"The market is now looking to the U.S. open and today's data. The Richmond Fed index could underline the uncertainty businesses are facing not only from abroad but also from Capitol Hill (budget negotiations). But hopefully the homes sales data will be the more positive story."

Equity markets, particularly in Japan, had risen strongly in the run-up to Tuesday's BOJ meeting, and the confirmation of the central bank's plans was enough to lift the MSCI world index <.miwd00000pus> 0.15 percent to a fresh 20-month high of 352.54 before momentum waned.

Brent crude rose 0.3 percent to $112.16 a barrel, and gold was up 0.2 percent as the BOJ's easing action added to recent positive data from the United States and China, while growing confidence in the strength of China's economic recovery pushed copper up 0.5 percent to $8,100 a tonne.

SPAIN GAINS

General market sentiment was also supported by signs of a compromise to avert a U.S. fiscal crisis.

Republican leaders in the U.S. House of Representatives have scheduled a vote on Wednesday on a nearly four-month extension of U.S. borrowing capacity, aimed at avoiding a fight over the looming need to raise the federal debt ceiling.

Bond market investors also gobbled up a new 10-year Spanish bond, its first since November 2011, as the latest evidence of its rising confidence following the European Central Bank's promise to buy Spain's bonds if necessary.

Last week, Rome sold 6 billion euros of its first 15-year bond in more than two years, and Spain's Economy Minister Luis de Guindos said Tuesday's sale by his country drew estimated demand of around 24 billion euros, describing the sum as unprecedented.

A government source close to the deal said Madrid would, however, sell no more than 7 billion euros so as to leave appetite in the market.

"I'm under the impression that the (Spanish) Treasury is making the most of a benign market to increase its liquidity for whatever comes in the future," said Estefania Ponte, economist at Cortal Consors.

GOOD DAY AT THE ZEW

The upbeat German ZEW release, which put German investor and analyst morale at a 2-1/2 year high, prompted a fall in German government bonds and lifted the euro out of slide caused by the German bank jitters.

The single currency remained down 1 percent on the day against the yen at 118.3 yen, however, as disappointment that there will be no immediate BOJ easing saw the yen strengthen across the board.

The dollar also fell 1 percent against the yen to a session low of 88.365 yen.

"There was some disappointment in markets that the BOJ would start their open-ended bond purchases only in January 2014, so we see some profit taking in dollar/yen," said Bernd Berg, global FX strategist at Credit Suisse.

In Britain, sterling fell for the fifth straight day to hit an 11-month low against the euro, weighed down by a bleak outlook for the economy and public borrowing figures that reinforced fears it could lose its prized triple-A rating.

After almost sixteen years of trying to encourage EMV adoption in the US, MasterCard has hit upon a potential reason why it's not catching on: its closed, proprietary standard. But that's changing today, with the financial giant announcing it's making some of its circuit card tech open to other US debit networks instead of waiting on them to come up with their own solution. An alternative to magnetic strips, EMV claims to provide more secure payments thanks to the use of cryptographic algorithms and user-specific PINs, but hasn't captured much interest outside of Europe and Asia. Perhaps in opening the standard, MasterCard and crew will spur its adoption stateside and thus garner more EMV followers. Of course, it has to catch on before NFC replaces cards entirely, rendering the issue moot.

MasterCard Strengthens Commitment to Make U.S. EMV Migration Easier

Opens Proprietary, Market-Ready Debit Solution to Speed Industry Adoption

PURCHASE, N.Y.--(BUSINESS WIRE)--MasterCard today announced it is making some of the company's proprietary technology solutions available to other U.S. debit networks. This decision was made to provide an option to support debit EMV transactions and reinforce the company's continued support of the U.S. migration to the EMV standard.

"By making our EMV solution available today, debit networks, merchants, acquirers and processors can take advantage of a market-ready solution currently in place. This will allow financial institutions to begin issuing EMV cards across their portfolios immediately, rather than waiting for a new solution to be developed."
In opening this technology standard, MasterCard will allow acquirers to brand transactions originating from the Maestro AID (application identifier) for all debit networks within the United States.

"We felt it was important to take this step for the greater good of the future of U.S. payments," said Chris McWilton, president, North America, MasterCard. "By making our EMV solution available today, debit networks, merchants, acquirers and processors can take advantage of a market-ready solution currently in place. This will allow financial institutions to begin issuing EMV cards across their portfolios immediately, rather than waiting for a new solution to be developed."

Today's announcement is the latest in a series of decisions by MasterCard to advance the future of electronic payments in the U.S. With the availability of this technology, issuers will be able to simplify their EMV implementation and enabling chip entry with potentially lower costs. At the same time, as merchants and their acquirers map out their terminal plans, they will be able to further optimize their investments, simplify their certification processes and choose their routing of debit transactions.

"We have spoken extensively with the EMV Migration Forum and other groups about the need to cooperate and find a common way to support debit transactions," said Jane Cloninger, director, Edgar, Dunn & Company. ASUS MeMo Pad 10 makes unexpected appearance, could become official at MWC video

It's been but a mere few days since ASUS quietly introduced that Jelly Bean-loaded, 7-inch Memo Pad, though if a recent video shown off on YouTube is to be believed, the company's got yet another, larger Memo Pad up its sleeve. Such tablet's said to be the MeMo Pad 10, which has yet to be officially unveiled by the Taiwanese firm but has somehow made its way to the folks over at MobileArena. Just like its smaller sibling, the MeMo Pad 10 is reportedly sporting a flavor of Android's latest, but, as its moniker would imply, a 10-inch (1280 x 800) display is among the highlights here -- other purported specs include a 1.2GHz Tegra 3 CPU, 1GB RAM and 16GB of built-in storage (which could be expanded via microSD). We'll have to wait and see if ASUS makes a MeMo Pad 10 announcement in a few weeks at Mobile World Congress; until then, however, there's a video after the break for anyone interested in getting an early peek at the slate.
