ScienceDaily (Aug. 28, 2012) ? Increasingly humanitarian organizations will find themselves responding to health emergencies provoked by the adverse effects of mining and other extractive industries, setting up a potential clash to do with the core principles and values at the heart of humanitarian medicine, writes Philippe Calain from the humanitarian medical organization, M?decins Sans Fronti?res (MSF), in this week's PLoS Medicine.

"A pragmatic approach of engagement with the corporate sector for the delivery of aid, or an implicit support to mainstream development agendas could compromise the legitimacy of humanitarian medicine," argues Calain. He continues, "A principled understanding of humanitarian medicine entails selfless moral commitments that are incompatible with the for-profit objectives of corporate industries."

Drawing on MSF's experience responding to the "worst lead poisoning epidemic in modern history" resulting from artisanal gold mining in Nigeria's Zamfara state, Calain explores the pitfalls, difficult alliances, and challenges medical humanitarian organizations must navigate in confronting the dire health consequences resulting from extractive industries, whether informal, illegal, or sanctioned.

He argues that, in developing countries, extractive industries (including ore mineral mining and oil extraction) have far reaching consequences on health through environmental pollution, communicable diseases, violence, destitution, and compromised food security. While humanitarian organisations might be called to intervene in areas occupied by the extractive sector, Calain argues that oil and mineral exploitation reveals a fundamental clash of values between humanitarianism, the for-profit sector, and privatised global philanthropy.

Operating in this relatively new terrain for medical humanitarian organizations -- outside the traditional humanitarian response to armed conflict, epidemics, and natural disasters -- requires a deeper examination of which types of compromises and alliances are acceptable. Responding to these kinds of emergencies, warns Calain, cannot be reduced to the development of medical and technical expertise alone.

"While advocacy and expansion of their operational expertise are obvious paths for non-governmental organizations, a more complex and ideologically loaded question to solve is about what type of relationships humanitarian organisations should entertain with the corporate sector," writes Calain. "Specific medical humanitarian organisations can respond to these challenges in different ways, based on their position between pragmatic or principled approaches, and their willingness to develop new technical capacities."

According to Calain, many mainstream medical humanitarian organisations would rather opt for no engagement with the natural resource extraction sector due to questions of values and conflicts of interest.

He concludes: "the Zamfara outbreak has called attention to a novel agenda for medical humanitarian organisations, including technical preparedness for environmental disasters, dialogue with international environmental organisations, and a better understanding of the exact role of resources extraction in perpetuating humanitarian crises."

As a part of the tax changes enacted by Congress in late 2010, the concept of "portability" was introduced into the estate tax law.?The implications of this change will be of interest to professionals, business owners and executives. ?Careful consideration must be given to the results of estate plans that incorporate this change in the law.

Under portability, when the first spouse dies, his or her estate can elect to transfer any federal estate tax credit (currently equal to the tax on $5,000,000 but scheduled to fall to $1,000,000 under current law) of the deceased spouse to the surviving spouse.?Portability permits one spouse to leave all of his or her property to the other spouse without the use of a credit shelter trust and still avoid tax on an amount equal to twice the credit at the second spouse's death.?Under prior law, most married persons with estates equal to the amount of the credit equivalent created a trust to hold the portion of their estate equal to the credit in order to avoid losing their credits.?This trust, known as a credit shelter trust, does not qualify for the marital deduct and, thus, is not subject to federal estate tax in the second spouse's estate.

To take advantage of portability, it is necessary that the estate of the deceased spouse file a federal estate tax return, Form 706, within nine months of the date of death.?Failure to timely file the form will result in the loss of portability.

Relying on portability, however, may not produce the best result.

First, Congress may change the law and eliminate portability.?Estate plans relying on portability would then be ineffective.

Second, even if portability remains in the law, there are still advantages to having a credit shelter trust in place. ?Consider the following example based on an estate tax credit of $1,000,000 and 55% estate tax (the law after December 31, 2012 unless Congress and the President act).

Without Credit Shelter Trust

Spouse 1 dies with an estate of $1,000,000. ?Spouse 2's assets at that date are valued at $1,000,000 as well. ?The proper filing is made as described above. ?The $1,000,000 passes federal estate tax free to spouse 2. ?Between the dates of Spouse 1's death and Spouse 2's death, the $2,000,000 of assets now owned by Spouse 2 appreciates by 50% to $3,000,000. ?Spouse 2 would have a total exemption of $2,000,000, leaving $1,000,000 to be taxed at 55%, producing a federal estate tax of $550,000.

With Credit Shelter Trust

Spouse 1 dies with an estate of $1,000,000. ?Spouse 2's assets at that date are valued at $1,000,000 as well. ?Spouse 1 has a credit shelter trust. ?The $1,000,000 passes tax free to that trust. ?Between the dates of Spouse 1's death and Spouse 2's death, the $1,000,000 now owned by Spouse 2 appreciates by 50% giving that spouse $1,500,000. ?The $1,000,000 in the credit shelter trust also appreciates to $1,500,000. ?No portion of the credit shelter trust's assets will be subject to tax at Spouse 2's death because that spouse does not own those assets. ?Spouse 2 would have a total exemption of $1,000,000, leaving $500,000 to be taxed at 55%, producing a tax of $275,000.

As you can see, in this example the credit shelter trust produces substantially less tax than the portability planning. ?While portability is a safety net for decedent's who have failed to do the proper planning, the use of credit shelter trusts will still be beneficial for many taxpayers.

India ? See Bigger And Better Construction Equipment At Expos In ...

There?s never been a better time than now for the construction industry in India. Global recession notwithstanding, apartments and commercial buildings are flying off the shelves rapidly. This is likely to continue. In the words of Balsingh George, a developer who announced the launch of 815 flats in Chennai, India this week, ?About 600 million people in India are below 35 years of age. They all aspire to own houses. Housing will always be in demand.? This, coupled with India?s appetite for infrastructure that is crucial for growth, means hectic construction activity for decades.

Bauma Conexpo returns

Construction machinery exhibitions, too, will always remain an attraction, especially for developers, engineers, project managers. Meeting tight deadlines is among key challenges here. Needless to say, technicians and businessmen on the lookout for ideas throng to expos. In 2013, they will all be heading to the Bauma Conexpo Show in Mumbai. The three-day construction equipment exhibition to be held from February 5-8 will be the biggest and the most attractive in the event calendar of the year.

For the largely unorganized construction industry that lacks platforms for networking, bC India 2013 will be a meeting place and a positive environment to make business deals. The second edition of this ?International Trade Fair for Construction Machinery, Building Material Machines, Mining Machines and Construction Vehicles? will see the participation of the who?s who of the industry. Over 700 exhibitors will be showcasing their products under one roof covering an area of 130,000 square meters at Mumbai?s Bandra Kurla Complex. This is one and half times the space that the first edition of the exhibition occupied at the complex in 2011. Over 508 exhibitors from 30 countries were present at the venue which spread across 88,000 square meters.

Organizers Messe Muenchen International (MMI) and Association of equipment manufacturers (AEM) expect over 30,000 visitors at this machinery extravaganza. That?s just a conservative estimate. The exhibition, which will feature the latest in construction technology, will be a must-see for the best minds in the business. In November 2011, organizers revealed, the expo drew 22,000 attendees from 69 countries. Two years later, bC India could only get bigger and better. Infrastructure development is fuelling the Indian economy, which has the potential to grow exponentially in the next eight years; a study by consulting firm Accenture predicts the growth to touch $23-25 billion by 2020. Industry insiders are positive that rising interest rates and commodity prices, will have minimal effect on infrastructure sector. The 12th five year plan will plough in $1 trillion into infrastructure building in the country; this will continue to sustain and push growth, they say.

Excon 2013 set to impress again

Confederation of Indian Industry is bringing Excon 2013, the seventh international construction equipment and construction technology trade fair. This event which will be in Bengaluru in December, 2013 is being described by the CII as the ?3rd largest construction equipment exhibition in Asia? and as ?South Asia?s largest event for construction equipment.? The numbers justify this description. Organizers expect over 900 exhibitors and 35,000 people to walk in to the exhibition that will be spread across 2, 00,000 square meters. Since its debut in 2000, the brand has grown in both quality and quantity. The numbers of international names have gone up, too making it a sought-after event in the world.

In comparison to the previous edition held at the Bangalore International Exhibition Centre, this one will be bigger in terms of the number of exhibitors. Of the 636 participants in 2011, about 200 were international companies; there were eight country pavilions. Excon 2013 will have exclusive pavilions for China, South Korea, Japan, Finland, Italy, Spain, Turkey. The eagerly-awaited five-day construction machinery expo will be a high-energy event buzzing with conferences and live demonstrations.

Organisers are inviting only dealers of brand new equipment; there will be no stalls for companies trading in used machinery. The lineup will comprise an astounding variety of equipment and machinery for excavation, drilling, railway track laying, cable and pipe laying, tunnel and gallery construction, mixing and so on. Small enterprises in the component and aggregate manufacturing side of the industry will also be seen in large numbers. The event is also a platform to showcase the country?s manufacturing might and project it as an ideal location for outsourcing.

BuildMat 2013 rearing to go

It?s not just big Indian cities that are hosting big exhibitions. Tier II cities are also identifying themselves as convenient and relevant for such events. Coimbatore in Tamil Nadu will hold BuildMat 2013 from 7-10 February. Organizers ? Coimbatore centers of The Indian Institute of Architects, Association of Consulting Civil Engineers (India) and Builders Association of India ? project this as a showcase for global trends in Construction and Interior Products.
BuildMat 2013 will be a draw for not only professionals in the business of construction but also those designers, architects and other service providers. Here too, the participants of different profiles will be housed in three separate halls of 18,800 square meters at the CODISSIA trade fair complex. A few of the 400 stalls will also occupy the 2,000 square meters of open space available. BuildMat is a biannual affair and is returning for the sixth time in February.
Acetech is a show to reckon with

The Economic Times Acetech Ahmedabad will be on in Ahmedabad from Feb 1 ? 3. The capital of Gujarat, a state known for its roads and other infrastructure, is well-suited for an event that will put the spotlight on good connectivity and communication networks. This show will be a great draw for construction equipment manufacturers and dealers, and as well as architects, other professionals. Acetech, organized by Asian Business Exhibitions and Conferences, will present the latest in engineering, architecture, building materials, too.

Can the Indiana Pacers Win the NBA Central Division?

Will the dominance for the NBA Central crown remain in the Chicago Bulls? favor? Not if the Indiana Pacers have a say in the matter.

ESPN recently polled several basketball experts about which team will finish where. The result should have Pacer fans excited about the future. The poll did not have the Pacers as the clear-cut, second-best team in the Eastern Conference as star forward, Danny Granger would suggest. The experts have the Pacers finishing tied for second with the Boston Celtics and behind the Miami Heat.

What that means is, great expectations are placed on the shoulders of the Pacer players to produce a great season.

The Pacers finished third in the East last season. There were some NBA fans outside of the Pacer faithful who felt that the team had a real chance at reaching the Finals. They were justified when the Pacers pushed the eventual champion, the Heat, in the second round of the playoffs.

Can the Pacers improve and go deeper in the playoffs next season? Winning the division will go a long way in determining what they are capable of.

Here are a few reasons why the Pacers can win the Central Division.

Size matters in the NBA.

Looking to prove that last season was not a fluke, the Pacers started their serious business by retooling their depth.

The Pacers were already considered a big team. Retaining Roy Hibbert kept all things equal, but acquiring Ian Mahinmi from Dallas in a sign-in-trade was a true way of capitalizing on a surefire strength.

As the Bulls got smaller (replacing Omer Asik?with Nazr Mohammed), the Pacers got bigger.

Last season, the Pacers gave their Central Division rivals fits because of their size; now that advantage has increased.

Will they recover from their second-round exit?

Some teams fade after a disappointing playoff loss but for the Pacers, I believe that it was a rite of passage.

Many fingers point in the direction of inexperience when searching for the reason why they lost a 2-1 series lead against the Heat. The latter part of their series was littered with flagrant fouls, untimely cold shooting and flopping which led to a lot of uneven play.

Consider the fact that Granger struggled with his shot throughout the playoffs. When he was not struggling from the field, Granger found an enemy by the name of LeBron James.

The two fought for loose balls, rebounds and overall court domination. In the end, Granger lost his cool while LeBron flopped his way to the Eastern Conference finals.

Can the Pacers take advantage of an injury-ravaged Bulls team?

In Chicago there was a deafening amount of silence when Derrick Rose tore his ACL in the first game of the playoffs. Every other team, on the other hand, let out a sigh of relief.

While no one wants to see any player suffer from a long-term injury, there will always be teams that will want to sweat less in the playoffs.

To the Pacers' credit, they have historically played the Bulls tough, with or without Rose. There is no fear to factor in. Without Rose, the Bulls do not have the go-to player who can win games by himself night in and night out. With Rose eyeballing a comeback before the season ends, the Bulls cannot be counted out.

Also, the Bulls do still have an All-Star in Luol Deng and two players who are on the verge of breaking out (Taj? Gibson and Jimmy Butler). Not to mention one of the NBA?s best coaches in Tom Thibodeau.

The Bulls will not go down quietly.

In the end, winning the Central division will be a tough task even if things work according to plan. There are expectations.

Can the Pacers deliver?

I give them a 40 percent chance of winning the NBA Central. With a five-team division, those are damn good odds.

Study reveals human drive for fair play

ScienceDaily (Aug. 23, 2012) ? People will reject an offer of water, even when they are severely thirsty, if they perceive the offer to be unfair, according to a new study funded by the Wellcome Trust. The findings have important implications for understanding how humans make decisions that must balance fairness and self-interest.

It's been known for some time that when humans bargain for money they have a tendency to reject unfair offers, preferring to let both parties walk away with nothing rather than accept a low offer in the knowledge that their counterpart is taking home more cash.

In contrast, when bargaining for food, our closes relatives chimpanzees will almost always accept an offer regardless of any subjective idea of 'fairness'.

Researchers at the Wellcome Trust Centre for Neuroimaging at UCL wanted to see whether humans would similarly accept unfair offers if they were bargaining for a basic physiological need, such as food, water or sex.

The team recruited 21 healthy participants and made 11 of them thirsty by drip-feeding them a salty solution, whilst the remainder received an isotonic solution that had a much smaller effect on their level of thirst. To obtain an objective measure of each individual's need for water, the team measured the salt concentration in their blood. The participants' subjective perception of how thirsty they were was assessed using a simple rating scale.

The participants then separately took part in an ultimatum game. They were given instructions that two of them had been randomly selected to play a game to decide the split of a 500ml bottle of water that could be consumed immediately. One of them would play the part of 'Proposer' and decide how the bottle should be split. The other would be a 'Responder' who could either accept the split and so drink the water offered to them, or reject the split so that both parties would get nothing. The participants knew that they would have to wait a full hour after the end of the game before they would have access to water.

In reality, all of the participants played the part of the Responder. They were presented with two glasses of water with a highly unequal offer that they were told was from the Proposer: the glass offered to them contained 62.5ml, an eighth of the original bottle of water, and the other contained the remaining seven eighths that the Proposer wanted to keep for themselves. They had fifteen seconds to decide whether to accept or reject the offer.

The team found that, unlike chimpanzees, the human participants tended to reject the highly unequal offer, and here that was the case even if they were severely thirsty. The participants' choices were not influenced by how thirsty they actually were, as measured objectively from the blood sample. However, they were more likely to accept the offer if they subjectively felt that they were thirsty.

Dr Nick Wright, who led the study, explains: "Whether or not fairness is a uniquely human motivation has been a source of controversy. These findings show that humans, unlike even our closest relatives chimpanzees, reject an unfair offer of a primary reward like food or water -- and will do that even when severely thirsty. However, we also show this fairness motivation is traded-off against self-interest, and that this self-interest is not determined by how their objective need for water but instead by their subjective perception of thirst. These findings are interesting for understanding how subjective feelings of fairness and self-interested need impact on everyday decisions, for example in the labour market."

So How Much of Your Web Traffic is of Value to You? | The ...

After hiring a search engine optimization company to increase their web traffic, too many remodeling contractors look at their site traffic numbers and if they see the number of visits going up, think things are just great.? Well, they can be, but are not always.? Not all web traffic is from potential prospects.

Here are a few of the ways you can look beyond these gross traffic figures to see what part of the traffic most likely includes potential prospects.

First, you need to be using a good web traffic analysis system. Google Analytics (GA) is free to use, is robust, and is used by many (and I am using GA in this example), but these approaches can likely be used on some other robust quality web traffic tools.

The web traffic analysis approaches suggested below are not hard to use and they can provide you greater insight into the value of the traffic you get.? They do, however, require a little bit of technical know-how in order to configure the GA settings.? If you use a web development firm, SEO firm or marketing firm, they should be able to set up your web analytics system for you.

Filtered and Unfiltered Profiles

Within your Google Analytics (GA) account for your website, you can set up ?profiles?. Profiles allow you to look at your site in different ways.? I always have one unfiltered profile track all of the traffic to the website.? For most of the other profiles I set up, I filter out the following types of traffic so the information I get is not distorted by traffic that will never bring my clients a sale.

I suggest you filter out:

  • Traffic coming from your (the remodeler) business?s office
  • Traffic coming from your SEO company
  • Traffic coming from your web developers
  • Traffic from anyone who writes blogs for you or works on your website on your behalf
  • Traffic coming from anyone in your company that is likely to visit the site regularly for reasons other than showing the site to a prospect.

Since most businesses have, or should have, what is called a ?static? IP address for their internet connection (meaning the number of the IP address never changes), you can use the static IP addresses assigned to those sources above to filter out traffic from them.

Set up the profiles early on because, unlike some other filtering tools in GA, you cannot retroactively use ?profiles? to filter out traffic in historical data.? I suggest you set up at least 6 profiles, one unfiltered and 5 filtered with the above IP addresses when you set up your GA account.? You may only use one or two but you will have the rest in case you need them later.

Segment the Traffic by Your Service Area, Region, US, and World

Using something called ?Advanced Segments? in Google Analytics, you can look at the traffic from certain segments of your traffic. You can also use these segments for looking at historical data, unlike the profiles above.

There are many different segmenting approaches provided by GA. One of the ones that I like is to create different geographic segments for your local service area, greater service area, the entire US and foreign country traffic.? To do this, the set of advanced segments to use are the city, state, and country segments.? (If you select the US as the country segment, then the total of all your traffic minus the US traffic is the foreign country traffic.)

Why is this important?? It?s nice to see that someone from New Zealand spent 15 minutes on your website learning about your unique green, aging-in-place, universal design approach to remodeling, but chances are they aren?t looking for a remodeler in your area.

If you work mostly for local homeowners, you are probably much more concerned about the traffic that is coming to your website from your local service area, a bit less concerned from the state and less concerned from the country as a whole. You can define your immediate working area by selecting the cities in which you work as one advanced segment.? You might wish to use the state or states within close proximity to your location if you have people moving into your area from other parts of your state or an adjacent state.? You can also segment the US to pick up anyone who might be looking for a remodeling contractor in your area but who does not live there.? Each of these advanced segments will contain a higher proportion of potentially qualified prospects as you get closer to the region most of your business comes from.

If you work on vacation homes, you might be more interested in traffic coming from states and localities other than your own.? You can set up the segments to track a group of states or a segment per state if you are targeting vacation home owners from a specific location.

Examples of How These Techniques Help Improve the Value of the Information You Get

Filtering: Since most remodeling contractor websites get hundreds to thousands of visits but not tens or hundreds of thousands of visits per month, it is very easy for the web traffic stats to be thrown off and be misleading if someone in the company, SEO firm or web developer is visiting the site regularly, working on the site or in some other way affecting the site statistics.? With hundreds of visitors a month, it doesn?t take much to ruin the value of the web traffic data generated. Filtering out these visitors helps you get better, more helpful information.

Advanced Segments: Some remodeler websites have truly great information and, either on their own or through search engine optimization, draw a lot of traffic.? We know from experience that some of this traffic, sometimes much of this traffic, can come from people too distant to be prospective clients.? With quality and optimized information on your website, it would not be unusual for half of your web traffic (or more) to come from areas you do not service. ?This will not hurt you unless you are factoring these visits and their site behavior into your sales projections, web sales close ratios, etc.? By setting up advanced segments for geographic service areas, you can tell what part of the traffic is coming from homeowners with the potential to be qualified prospects.

Using this advanced segmented information, you can also work on building traffic from your service area instead of building traffic that comes mostly from outside of your service area.

Total traffic to your site is not as important as some of the above segments.? However, traffic that is not local may still provide some value to you. Some search engines will rank more popular sites higher in the search results than those websites with less traffic.? So while that visitor from the other coast or New Zealand may not be a prospect, these people coming to your website because of the quality of your site?s content may help your search engine ranking.? Knowing where the traffic is from helps you determine what type of value the traffic provides.

Bonus Tip

With advanced segments, you can even track the local traffic that is coming to your site because of search engine optimization vs. those visiting for other reasons.? This is great info because you can use the non-search engine traffic to measure the impact of ads, direct mail, and jobsite marketing while the search traffic can measure the use of search engines and your SEO efforts.

In the example above, the green line shows total local traffic over time to your website. The blue line is that part of the local traffic coming to you from people searching for you on line and the red line is local traffic coming to you from non-search sources such as referral sites, jobsite signs, post cards, etc.? Site traffic in this chart does not show total US or Global traffic but for a remodeling contractor, that traffic is generally of much less value.

Notice that local search traffic (blue) builds over time, which is what you want.? Local direct traffic (red) spikes in month 11.? If you did a major mailing in month 11 this would indicate it caused people to go to the website ? all things being equal.? If you do regular mailings or ads, you will want to look at the web traffic by month and look at each day?s traffic.? It will provide you with more useful information.

In Toll of 2,000, New Portrait of Afghan War

His war was almost over. Or so Marina Buckley thought when her son Lance Cpl. Gregory T. Buckley Jr. told her that he would be returning from southern Afghanistan to his Marine Corps base in Hawaii in late August, three months early.

Instead, Lance Corporal Buckley became the 1,990th American service member to die in the war when, on Aug. 10, he and two other Marines were shot inside their base in Helmand Province by a man who appears to have been a member of the Afghan forces they were training.

A week later, with the death of Specialist James A. Justice of the Army at a military hospital in Germany, the United States military reached 2,000 dead in the nearly 11-year-old conflict, based on an analysis by The New York Times of Department of Defense records. The calculation by The Times includes deaths not only in Afghanistan but also in Pakistan and other nations where American forces are directly involved in aiding the war.

Nearly nine years passed before American forces reached their first 1,000 dead in the war. The second 1,000 came just 27 months later, a testament to the intensity of fighting prompted by President Obama?s decision to send 33,000 additional troops to Afghanistan in 2010, a policy known as the surge.

In more ways than his family might have imagined, Lance Corporal Buckley, who had just turned 21 when he died, typified the troops in that second wave of 1,000. According to the Times analysis, three out of four were white, 9 out of 10 were enlisted service members, and one out of two died in either Kandahar Province or Helmand Province in Taliban-dominated southern Afghanistan. Their average age was 26.

The dead were also disproportionately Marines like Lance Corporal Buckley. Though the Army over all has suffered more dead in the war, the Marine Corps, with fewer troops, has had a higher casualty rate: At the height of fighting in late 2010, 2 out of every 1,000 Marines in Afghanistan were dying, twice the rate of the Army. Marine units accounted for three of the five units hardest hit during the surge.

Suffering the most casualties was the Third Battalion, Fifth Marine Regiment out of Camp Pendleton, Calif. Twenty-five of its Marines died and more than 180 were wounded, many with multiple amputations, during a bloody seven-month deployment in Helmand that began in fall 2010.

The analysis also shows that Army casualties during the surge fell heaviest on two bases with frequently deployed units: Fort Campbell in Kentucky, home to the 101st Airborne Division, which recorded the most Army deaths in the surge, and Fort Drum in New York, home to the 10th Mountain Division.

The summer remained the peak season for fighting, with the single highest period for American deaths being July, August and September 2010, when at least 143 troops died. And as has been the case since at least 2008, improvised explosive devices, known as I.E.D.?s, remained a leading cause of death and injury, along with small-arms fire, the analysis showed.

But this year, a new threat emerged: attacks by Afghans dressed in the uniforms of Afghan security forces. In just the past two weeks, at least 9 Americans have been killed in such insider attacks, and for the year to date, at least 39 non-Afghan troops, most of them American, have been killed by men dressed as members of the Afghan security forces, the most since the war began.

Those insider attacks have increased concerns about NATO?s ability to turn security operations over to Afghan forces by 2014, the deadline set by President Obama for withdrawing the remaining American forces. For families, the deaths have raised hard questions about whether the Pentagon is doing enough to protect its troops from their own allies.

Though Afghanistan is now considered the nation?s longest war, at 128 months and counting, the number of dead is fewer than half the total in the Iraq war, where more than 4,480 died in eight years. More active-duty and reserve soldiers killed themselves last year, 278, than died in combat in Afghanistan, 247.

None of that brings solace to the families of the dead. For the Buckleys, of Oceanside, N.Y., their son?s death so near the end of his tour, so late in the long war and possibly at the hand of a purported ally, was uniquely anguishing.

As Mrs. Buckley recounted things her son loved ? basketball, girls, movies, the beach ? bitterness choked her words.

?Our forces shouldn?t be there,? she said. ?It should be over. It?s done. No more.?

A Unit Hit Hard

The Third Battalion, Fifth Marine Regiment out of Camp Pendleton, Calif., was emblematic of the surge. Sent into Sangin, Afghanistan?s opium-producing heartland, in 2010, the battalion faced a formidable enemy expert in the use of I.E.D.?s., losing 25 Marines in a seven-month tour, the second most of any American unit in the entire war, a Times analysis shows.

Mark Moyar, an independent national security analyst who has studied the battalion?s operations, said that the British who had preceded the Marines in Sangin, a district in Helmand, focused on economic development and political outreach to undermine the insurgency. But the Taliban also operated with near impunity in parts of the district, he said.

The battalion took a different approach, pushing into Taliban-dominated villages. Fighting was intense, with civilians often getting caught in the middle, and casualties piled up fast.

On Oct. 8, barely two weeks after the battalion landed, it lost its first Marine, Lance Cpl. John T. Sparks. Five days later, four Marines of the battalion died when their armored truck was destroyed by a powerful bomb. Three more died the next day when they stepped on a mine during a foot patrol.

The rapid-fire deaths prompted calls in Washington for the battalion to pull back. But senior Marine commanders ? including the battalion commander, Lt. Col. Jason Morris ? prevailed on Secretary of Defense Robert M. Gates to leave them in place.

?Everyone was shocked, including me, that we lost that many guys that quickly,? Colonel Morris said. ?But honestly, me and most of my Marines would have rather come home in body bags than let the Taliban claim a victory.?

Deanna Giles, the mother of a squad leader from the battalion, remembers those days all too well. Amid the blur of casualty reports, Ms. Giles began watching for strange cars in her neighborhood in Kankakee, Ill., fearing the next one would bear horrible news.

Anxiously seeking information or solace, she took to Internet chat rooms, forming a powerful digital bond with other families from the battalion, whom she never met in person.

?You began to care about people in a way you could not have before the Internet age,? Ms. Giles said.

Her son, Sgt. Caleb Giles, came home alive. Patty Schumacher?s son, Lance Cpl. Victor A. Dew, did not.

Ms. Schumacher had begged her son to defer enlisting until the war ended. When he refused, she urged him to take a job with a presidential security detail. He again said no, determined to be an infantryman and to go to war.

?Boy, did my heart sink,? she recalled. ?But I was also proud of him for following his true desires. As a parent you just suck it up, hold your heart and take a deep breath and hope all goes well.?

In late August 2010, Lance Corporal Dew proposed to his girlfriend, then was deployed a month later. Within weeks of arriving in Helmand, he died with three other Marines in a powerful I.E.D. blast. At age 20, he became the 1,259th American to die in the war.

Inside his coffin, his fianc?e placed a photograph of herself, wearing her wedding gown.

Ms. Schumacher maintains a Facebook page to keep his memory fresh, and occasionally toasts him at dinner. She still cries, too, though the tears are hard to predict, prompted by stray images and fleeting sounds that remind her of him: a smile, a song, a joke.

?When do you get better? You don?t ever get better,? she said. ?You just get better in your grieving. There will always be something that triggers it. And then you are back on that emotional roller coaster.?

Attacks From Afghans

Staff Sgt. Scott E. Dickinson was coming home early. He was originally scheduled to remain in Helmand until November 2012, but the Pentagon was pulling Marines out of Afghanistan quickly, looking to get the surge forces out of the country by fall and shrink the American footprint to about 70,000 troops. He would be home in Hawaii within a week or two, he told his father early this month.

Not long after that conversation, his father, John Dickinson, saw an article about a soldier who had died just a week before he was to come home. ?I thought, ?He?s not safe until he sets foot in Hawaii,? ? recalled Mr. Dickinson, an architect in San Diego.

He was right. Sergeant Dickinson, 29, a supply specialist who had volunteered to help train Afghan forces, died with Lance Corporal Buckley on Aug. 10. They were among six Marines killed that day in two separate attacks by men who appeared to be Afghan security force members.

The Pentagon asserts that most of those attacks have been the result of personal grudges, disputing Taliban claims to have widely infiltrated the Afghan security forces.

But the attacks have also raised anew concerns about the integrity of the Afghan forces that NATO expects to secure the entire nation after NATO troops withdraw in 2014.

More fundamentally, the continued deaths, occurring even as American forces are conducting fewer combat missions, have prompted service members and military families to wonder: has the decade-long American presence in Afghanistan made a difference?

Colonel Morris, the former commander for the Third Battalion, Fifth Marine Regiment, has little doubt that it has. After months of fierce fighting, he saw clear changes when he left Sangin in early 2011. Those improvements remain, he asserts, with residents participating in elections and going to school with less fear of Taliban intimidation ? though such intimidation is far from gone.

?Every single Marine in my battalion could see the impact they had,? he said. ?It was a validation of everything they had sacrificed for.?

Despite his son?s death, Mr. Dickinson agrees. Marina Buckley is not so sure.

?He was the most lovable, caring human being,? she said of her son. ?He wore his heart on his sleeve. Beautiful, beautiful, beautiful.?

He had wanted to join the Marine Corps ever since 9/11, despite her many attempts to dissuade him. By the time he was in high school a Marine Corps flag hung in his bedroom and her efforts to get him to go to college ? Adelphi University accepted him his senior year ? had failed.

?I?d say, ?Why the Marines?? ? she said, and he would reply with a joke. ?I can pick up a lot of chicks with that uniform,? he would say.

But his ambition was serious: he wanted to serve, then become a Suffolk County police officer. He came to relish the brotherhood of the Marines and adored his first posting, in Hawaii. But deployment was different. The loneliness, the heat and the Meals Ready to Eat wore on him, Ms. Buckley said.

And he never felt secure living alongside Afghans, she said.

?If they want to kill themselves, let them,? she said of the Afghan people. ?But they are killing people who shouldn?t be killed, who have lives here, and family here, and brothers and sisters here.?
