Samsung Galaxy S4 Zoom, best smartphone camera? Nope!

Samsung Galaxy S4 Zoom is a new type of smartphone which tries to blur the line between smartphones and digital cameras. The S4 Zoom is somewhat related to the Samsung Galaxy S4 though in many ways it resembles the the old Samsung Galaxy S2 actually, and not even the S3.

Although this is not the first smartphone to pack a real camera with optical zoom, it?s indeed a rarity and a very welcomed one.

Back in 2009 Samsung released its first smartphone with an optical 12MP camera called Samsung SCH-W880 AMOLED 12. After 4 years Samsung finally released its second smartphone with an optical camera called Samsung Galaxy S4 Zoom, a part of market which seems to develop extremely slow.

The Galaxy S4 Zoom packs a 16MP camera with a huge 10x optical zoom. Even though the camera should be fantastic, it isn?t! Most photos taken with the S4 Zoom are actually worse and more blurry than the photos taken with a normal Galaxy S4 (I9500 or I9505) which only has a 13MP camera.

The only benefit that comes out from this camera is the gigantic 10x optical zoom. It is important to understand that only the optical zoom is a real zoom and that the digital zoom featured in all cameras is useless. Digital zoom is nothing more than just image cropping and resizing which eventually ends up in quality loss.

Even though Galaxy S4 Zoom has a great 10x optical zoom, it is however just a downgrade from the original Galaxy Camera GC100 which had a better 21x optical zoom.

The camera found on Samsung Galaxy S4 Zoom C1010 is almost the exact same camera used in Samsung?s Galaxy Camera GC100, which is very similar to the S4 Zoom in almost every aspect except that the Galaxy Camera wasn?t a phone. The device lacked the ability to make direct phone calls even though it had a 3G SIM card slot. You could however install voice and video call apps and use it as a phone also.

The best camera ever built on a smartphone still remains the one found on Nokia 808 PureView and the future Nokia Lumia 1020 which will pack the exact same camera that the 808 PureView packed a year ago.

As you can clearly see from the above photos, which were all taken at full resolution with their settings set to full high quality, then resized and cropped so they can approximately look the same, Galaxy S4 13MP beats Galaxy S4 Zoom?s 16MP camera. There?s not even worth mentioning again that Nokia 808 PureView?s 41MP easily outperformed both Galaxy S4s in terms of photo quality.

Other features of Galaxy S4 Zoom

As we already said before, Samsung Galaxy S4 Zoom is more related with Galaxy S2 than with the S4. The S4 Zoom comes with a 4.3 inch screen, the exact screen size of the S2, but with a slightly better resolution 540?960 instead of S2?s 480?800 and 1.5GB RAM instead of 1GB RAM. S4 Zoom?s screen resolution and RAM quantity is identical to what S4 Mini offers, but not the rest of its features?

S4 Zoom?s CPU is also similar to S2?s CPU, it comes with a Dual-core 1.5 GHz Cortex-A9, similar to S2?s Dual-core 1.2 GHz Cortex-A9 and they both come with the exact same GPU, the famous Mali-400.

Samsung Galaxy S4 (non-Zoom) comes in two versions: one with a Octa Core (two Quad Core CPUs) called I9500 and one with a Quad Core CPU called I9505. Even the Galaxy S3 comes with a Quad Core CPU. So the Galaxy S4 Zoom doesn?t have a Quad Core? it has a Dual Core, almost identical with the one found in S2. Unfortunately though, the S4 Zoom comes with a tiny 8GB internal memory, which is lower than S2?s two versions 16GB and 32GB internal memory.

And there?s one more thing which we found to be quite similar to the S2? It comes with an FM Radio. For some stupid reason, the FM Radio was removed the original S4. None of the S4s, I9500, I9505, I537 nor the newest and fastest S4 SHV-E330S comes with FM Radio, except for I9190 (S4 Mini) and of course for Galaxy S2 I9100 which together with S4 Mini seem to be the base for Galaxy S4 Zoom.

Shortly said, S4 Zoom is not worthy of carrying the name of S4, instead it should have been called Samsung Galaxy S2 Zoom. Galaxy S4 Zoom is far from being impressive compared to its own predecessor Galaxy Camera GC100.

Even though the Galaxy S4 Zoom is almost a complete failure, we still salute the idea of bringing real cameras with real optical zoom on smartphones, that?s definitely a good step in the right direction.

The clock is ticking on junk foods sold in public schools.

By 2014, every public school in the country will have to swap out Snickers bars, donuts, and sugary drinks with granola bars, fruit cups, and water.

The new ?Smart Snacks? standards aim to replace foods high in fat, sugar, and sodium with whole grains, low fat dairy, fruits and vegetables, and leaner protein.

It is one of the Obama Administration?s many new changes to the school food program under the Healthy, Hunger-Free Kids Act of 2010, an overhaul that is supposed to help slim down the nation?s alarming obese student population.


Childhood obesity has more than doubled in children and tripled in adolescents in the past 30 years, reports the Centers for Disease Control and Prevention. In 2010, more than a third of children and adolescents were overweight or obese.

The USDA is responsible for implementing the new rules. In a press release Agriculture Secretary Tom Vilsack said, "Nothing is more important than the health and well-being of our children. Parents and schools work hard to give our youngsters the opportunity to grow up healthy and strong, and providing healthy options throughout school cafeterias, vending machines, and snack bars will support their great efforts.?


For those who love to savor cheese covered nachos during football games, do not fret. The Friday night ritual is not ruined. The new rules only apply to foods sold outside of school cafeterias in vending machines and student stores during school hours. Treats sold at after school events or other fundraising activities are excluded.

Many states have already made most of the required changes on their own.?In Missouri, vending machines are turned off an hour before lunch time and remain inoperable until mealtime is over. In California, sodas have been banned for years, greasy potato chips have been replaced by baked chips, and small bags of sliced fruits and veggies are sold by ASB clubs.


?It might seem like a difficult transition and that kids will hate it but it?s not that big a deal,? Ann Rector, Coordinator for Health Programs at Pasadena Unified School District, said.

Rector thought she would have a riot on her hands when she gave the order to eliminate chocolate milk from the district?s menu.

?We really thought that would be a disaster, but it didn?t even matter,? she said. It turns out, ?the kids love white milk and drink it up like crazy.?

And when sodas were pulled from vending machines and replaced with water, Rector says some PTA members and school administrators thought schools would lose out on major fundraising bucks typically set aside for graduation parties or teacher appreciation luncheons. But that has not been the case.

?They think that candy or unhealthy food items are the fastest way to make a lot of money but they?re learning that there are a lot of other ways to do that.?


Since California implemented more stringent nutrition standards, Rector says student health has improved.

Over the last seven years, approximately 55 percent of the district?s students were either overweight or obese. In the 2012-13 school year, that dropped by roughly 10 points; 45 percent of students were found to be overweight or obese.

Studies have shown that a child who is obese between the ages of 10 and 13 has an 80 percent chance of becoming an obese adult.
That?s why it?s imperative to impart good eating habits at an early age, Rector said.

?Kids are pliable and they will eat good healthy food if you give them the opportunity.?

Bomb in Thai south kills eight soldiers

BANGKOK (Reuters) - Suspected Muslim rebels in southern Thailand killed eight soldiers in a roadside bomb attack on Saturday, days after the government rejected demands for a ceasefire over the Islamic holiday of Ramadan starting next month.

Thailand is a predominantly Buddhist country and resistance to central government rule in the Muslim-majority provinces of Yala, Pattani and Narathiwat has existed for decades, resurfacing violently in 2004.

The 60-kg bomb exploded as the soldiers were travelling in a military truck along a village road in Yala, police said. Another two soldiers were wounded and two villagers on a motorcycle behind the truck were also hurt, police said.

The opening of peace talks with rebel groups earlier this year has done nothing to end violence in the south, where more than 5,300 people have died since January 2004.

This week the Barisan Revolusi Nasional, one of the oldest groups operating in the south of the country and a participant in the talks, proposed a ceasefire for Ramadan, which starts around July 10.

In exchange they made demands including the release of all detainees in the south and the acceptance of Malaysia as a mediator, which the government rejected.

The three Muslim-dominated provinces were once part of a Malay Muslim sultanate until annexed by Thailand in 1909.

Gay marriage opponents ask court to intervene

SAN FRANCISCO (AP) ? Less than 24 hours after California started issuing marriage licenses to same sex couples, lawyers for the sponsors of the state's gay marriage ban filed an emergency motion Saturday asking the U.S. Supreme Court to stop the weddings being performed in San Francisco.

Attorneys with the Arizona-based Alliance Defending Freedom claim in the petition that the 9th U.S. Circuit Court of Appeals acted prematurely and unfairly on Friday when it allowed gay marriage to resume by lifting a hold that had been placed on same sex unions.

"The Ninth Circuit's June 28, 2013 Order purporting to dissolve the stay...is the latest in a long line of judicial irregularities that have unfairly thwarted Petitioners' defense of California's marriage amendment," the paperwork states. "Failing to correct the appellate court's actions threatens to undermine the public's confidence in its legal system."

The motion was filed as dozens of couples in jeans, shorts, white dresses and the occasional military uniform filled San Francisco City Hall on Saturday to obtain marriage licenses. On Friday, 81 same sex couples received marriage licenses.

Although a few clerk's offices around the state stayed open late on Friday, San Francisco, which is holding its annual gay pride celebration this weekend, was the only jurisdiction to hold weekend hours so that same sex couples could take advantage of their newly restored right, Clerk Karen Hong said.

A sign posted on the door of the office where a long line of couples waited to fill out applications listed the price for a license, a ceremony or both above the words "Equality=Priceless."

"We really wanted to make this happen," Hong said, adding that her whole staff and a group of volunteers came into work without having to be asked. "It's spontaneous, which is great in its own way."

The timing couldn't have been better for California National Guard Capt. Michael Potoczniak, 38, and his partner of 10 years, Todd Saunders, 47, of El Cerrito.

Potoczniak, who joined the Guard after the military's ban on openly gay service was repealed almost two years ago, was scheduled to fly out Sunday night for a month of basic training in Texas.

"I woke up this morning, shook him awake and said, 'Let's go,'" said Potoczniak, who chose to get married in his Army uniform. "It's something that people need to see because everyone is so used to uniforms at military weddings."

The U.S. Supreme Court ruled on Wednesday that Proposition 8's backers lacked standing to defend the 2008 law because California's governor and attorney general have declined to defend the ban.

Then on Friday, the 9th Circuit appeared to have removed the last obstacle to making same sex matrimony legal again in California when it removed its hold on a lower court's 2010 order directing state officials to stop enforcing the ban.

Within hours, same sex couples were seeking marriage licenses. The two couples who sued to overturn Proposition 8 were wed in San Francisco and Los Angeles Friday.

Alliance Defending Freedom Senior Counsel Austin Nimocks said on Saturday that the Supreme Court's consideration of the case isn't done because his clients still have 22 days to ask the justices to reconsider the 5-4 decision announced Wednesday.

Under Supreme Court rules, the losing side in a legal dispute has 25 days to request a rehearing. While such requests are almost never granted, the high court said that it wouldn't finalize its judgment in the case at least until after that waiting period elapsed.

The San Francisco-based appeals court had said when it imposed the stay that it would remain in place until the Supreme Court issued its final disposition, according to Nimocks.

"Everyone on all sides of the marriage debate should agree that the legal process must be followed," he said. "On Friday, the 9th Circuit acted contrary to its own order without explanation."

Many legal experts who had anticipated such a last-ditch effort by gay marriage opponents said it was unlikely to succeed because the 9th Circuit has independent authority over its own orders ? in this case, its 2010 stay.

While the ban's backers can still ask the Supreme Court for a rehearing, the 25-day waiting period is not binding on lower federal courts, Vikram Amar, a constitutional law professor with the University of California, Davis law school, said.

"As a matter of practice, most lower federal courts wait to act," Amar said. "But there is nothing that limits them from acting sooner. It was within the 9th Circuit's power to do what it did."

Also waiting to wed Saturday were Scott Kehoe, 34, and his fiance, Aurelien Bricker, 24. After finding out on Facebook that the city was issuing same sex marriage licenses Friday, the San Francisco couple rushed out to Tiffany's to buy wedding rings.

"We were afraid of further legal challenges in the state," Kehoe said.

The city, home to both a federal trial court that struck down Proposition 8 as unconstitutional and the 9th Circuit, has been the epicenter of the state's gay marriage movement since then-Mayor Gavin Newsom ordered his administration in February 2004 to issue licenses to gay couples in defiance of state law.

A little more than four years later, the California Supreme Court, which is also based in San Francisco, struck down the state's one-man, one-woman marriage laws.

City Hall was the scene of many more marriages in the 4 1/2 months before a coalition of religious conservative groups successfully campaigned for the November 2008 passage of Proposition 8, which amended the state constitution to outlaw same sex marriages.

Standing amid the beaming couples on Saturday, John Lewis and Stuart Gaffney of the advocacy group Marriage Equality USA looked like proud fathers. The men have been together 26 years, got married in February 2004, had their union invalidated six months later and then became one of the 18,000 couples estimated to have tied the knot in California before Proposition 8 was enacted.

"I don't think getting a license means as much to anyone who hasn't worked so long for it and fought so hard for it," Gaffney said. "It's been a very long engagement."

SKorean president in Beijing for summit with Xi

BEIJING (AP) -- The Chinese and South Korean presidents called Thursday for a swift resumption of six-nation North Korean nuclear disarmament talks after a summit that brought together Pyongyang's archrival and its biggest ally.

President Park Geun-hye's four-day visit marks her first formal discussions with the new Chinese administration led by President Xi Jinping and Premier Li Keqiang. Talks will also focus on booming economic ties between the two countries, highlighted by the unusually large, high-powered trade delegation traveling with Park.

The meetings are seen as piling further pressure on the North to rejoin the talks, and Xi said improving conditions on the peninsula boded well for new discussions.

"We hope all sides can seize this opportunity to work to return to the six-party talks as soon as possible," Xi told reporters after his talks with Park at the Great Hall of the People, the seat of the legislature in the heart of Beijing.

Park said the sides agreed on the need to prevent North Korea having nuclear weapons "under any circumstances" and to "preserve the peace and stability of Korean Peninsula."

The two also witnessed the signing of agreements on energy cooperation, trade and other areas.

Park, a self-taught Mandarin speaker, has said she is keen to enlist China's leaders in the drive for new North Korean denuclearization discussions that would also include the U.S., Russia, and Japan.

The China-hosted talks with Pyongyang have been stalled since 2009 over the question of how to verify that North Korea is fulfilling its commitments to dismantle its nuclear facilities.

Park was scheduled to meet Li on Friday.

The calls for new talks follow China's frustration with its neighbor and longstanding communist ally for having ramped up tensions with last year's long-range missile launch and February's third nuclear weapon test.

Beijing showed its displeasure by supporting tightened U.N. sanctions and cracking down on North Korean banking activity.

While China is North Korea's biggest source of diplomatic and economic support, China's trade and other interactions with the South are far larger and more diverse. Ordinary Chinese are also big fans of South Korean pop culture and high-tech wares, and there is a growing sentiment among urban intellectuals that China should not sacrifice international credibility for the sake of coddling Pyongyang.

Despite the pressure to rejoin talks, Kim Jong Un's mercurial North Korean regime appears to remain wary.

Park has said that any resumption of talks must be preceded by signs that the North is serious about following through on its disarmament commitments, echoing the position of the U.S. Washington does not want to be drawn into talks that serve only to relieve pressure on Pyongyang, provide it a platform to seek much-needed aid, and buy it more time to further its nuclear weapons program.

Yet, after top North Korean negotiator Kim Kye Gwan visited Beijing earlier this month for talks, Chinese analysts said Pyongyang seemed more interested in improving its damaged ties with China than in swiftly moving toward new six-nation talks.

While Beijing has remained neutral over recent developments, Chinese scholars say Xi's government will seek an intermediary role to create conditions for a restoration of talks. They warn, however, that Beijing would oppose harsher sanctions or other measures that could spark a backlash from Pyongyang or further destabilize the regime of the young and inexperienced Kim, who took over following his father's death 18 months ago.

"It's very hard to say whether the meeting will produce any new proposals, but, following the third nuclear test, I think China and every other country involved realizes the seriousness of the need to get North Korea back into talks," said Zhang Liangui, a researcher with the ruling Communist Party's main research and training institute in Beijing.

Park's visit should also help smooth over strains in ties between China and South Korea over China's refusal to criticize Pyongyang following the sinking of a South Korean navy ship in early 2010 and shelling of one of its islands by a North Korean artillery unit later that year.

Park's appreciation for Chinese culture should also help foster positive relations. The Beijing stage of her trip, which includes meetings with business groups and a speech to university students, is to be followed by a stop at the ancient capital of Xi'an, a cultural hub that is a favorite destination for South Korean investors.

Park is traveling with a record 71-strong business delegation, highlighting the close economic ties that have lifted China above the U.S. as South Korea's top trading partner. Two-way trade hit $215 billion last year, with South Korea's exports of semiconductors, mobile phones, cars and industrial products giving it a trade surplus of more than $50 billion.

Business delegates include leaders of South Korean industry, including the chairmen of Hyundai Motor Group and LG Group.

GoAir Flight Attendants: Airline To Employ Only Lightweight Female Flight Attendants

Indian airline GoAir is--apparently--doing everything in its power to lighten its aircraft and improve fuel efficiency.

Like (who else?) Ryanair before it, the airline has decided to only hire lightweight female flight attendants in the future, since males are--in general--heavier. Taking a page right out of Ryanair's playbook, the airline will also reduce the size of the in-flight magazine and the amount of water in their fleet's water tanks.

The airline currently employs about 130 male flight attendants, who will not be dismissed. Yet over the next seven years, GoAir plans to induct about 80 aircraft, and the expected 2,000 future cabin recruits will be female only.

But will it actually work? An unnamed former executive with an Indian legacy carrier told the First Post, "There are umpteen number of things an airline can do to reduce weight. For example, it can reduce the weight of food and water that is carried on board, use lighter cutlery, uplift only as much fuel as is necessary depending on flight duration etc. GoAir uses Airbus 320 fleet which means it would have, on an average, four crew members per domestic flight. If even one of them is male, does it make such a huge difference to aircraft weight??

The physicial characteristics of flight staff has been a concern of airlines in many past instances, too. In August 2010, Turkish Airlines gave 28 flight attendants six months to lose weight or they'd be sacked. In March 2011, Thai Airways provided employees with required BMI and waist line measurements and told them they has six months to lose the weight. And finally, in March of this year, Nok Air released qualifications for its ideal cabin attendant on its Facebook page. She "must have a weight in proportion with their height" and "must not wear dental braces," for example.

PARIS/ROME (Reuters) - The car plant where 46-year-old Agathe Martin works is shutting down, but when PSA Peugeot offered her a job in another factory elsewhere in the Paris region she said "Non".

After 17 years working in the same plant, taking the job would have meant either a much longer commute or losing her cheap social housing and uprooting her two daughters in a move.

The single mother prefers to stay put and look for another job even if that will be hard amid soaring unemployment and with only factory work and small jobs on her CV. If all else fails, she will still have more than 60,000 euros in severance pay.

"I am lucky enough to have a small house with a rather modest rent and I would not find that elsewhere," Martin said, huddled in a bicycle shed to escape the rain with colleagues who had just cashed in their severance cheques.

More than 2,000 km (1,250 miles) away on the sunny Italian island of Sicily, 47-year-old Calogero Cassia struggles with the same problems.

After losing his job nearly two years ago when the Fiat plant near Palermo where he had worked for 25 years shut down, the father of three would be happy to take any kind of job in the area, where he has strong family ties.

But he worries that he does not have the skills to transfer to other sectors.

"If you look around it is just desperation, you find nothing, we can't manage," he said. The Termini Imerese plant, the main local employer, shut because of its remote location on an island south of mainland Italy, with 2,200 workers affected.

In both countries, hit by industrial decline and factory shut-downs, the lack of mobility fuels raging unemployment, adding to recession and lagging competitiveness.

Too many workers are unwilling or unable to move from one sector to another or one region to another, due to a debilitating mix of factors from high real estate prices to deficient training and family dependency.

The immobility in wealthier "old Europe" is a contrast to the hundreds of thousands of workers from poorer central and eastern Europe who took advantage of the EU's free movement of labor to flock westwards in the mid-2000s in search of jobs.

About 19.2 million people are now out of work in the 17-nation euro zone, a top priority for EU leaders who meet on Thursday and Friday in Brussels, but with little concrete relief to offer.

HOUSING COSTS

The number of jobless is at a record high Italy, where it reached 12 percent in April, and in France, where analysts polled by Reuters see it at 11.5 percent in the last quarter of 2013. Among young people, the unemployment rate is more than double.

So greater movement across jobs and regions is an imperative at a time when whole sectors are struggling and factories closing, says Herve Boulhol, the lead economist for France at the OECD think-tank.

"When a sector is in decline, restructuring and reallocation of jobs takes too much time in France. Some of the labor rules, including on collective redundancies, need to be trimmed, while training and assistance to find jobs must be improved," he said.

People move eight times less among the EU's 27 member states than between the 50 U.S. states, according to OECD 2010 data.

This is partly due to language barriers. But even between regions of a same EU country, mobility is still nearly two-and-a-half-times lower than among U.S. states, data on the EU's 15 oldest states shows.

More people from crisis-hit southern EU now want to move to the wealthier north, but mobility within countries is still low, the European Commission said in a report on Tuesday.

A key obstacle in France is the jump in real estate prices in the past decade, with 40 percent of French businesses blaming housing problems for difficulties in recruiting staff or transferring them to another location.

People who have rented the same home for years will lose out if they move, especially if they have to give up subsidized social housing.

For Peugeot worker Martin, this was the main reason not to accept the job offer in Poissy, west of Paris, when her plant in Aulnay-sous-Bois in the northern suburbs shuts down next year as the loss-making French group tackles production over-capacity by cutting 8,000 jobs nationwide.

She pays just 320 euros per month for a modest house with a garden south of Paris, thanks to a deal struck between Peugeot and the local authority landlord. That is affordable on her monthly salary of 1,200 euros ($1,600) and a bargain in a region with the highest real estate prices in the country.

For those who own their home, high transaction costs, from notary and registration fees to taxes, are a major obstacle to moving, which the government plans to tackle with tax breaks.

France has the second-highest housing transaction costs among 33 OECD countries in a study the think-tank based on 2009 data - nearly three times higher than in the United States.

SKILLS MISMATCH

Italy is a nation of home owners and many young Italians live with their parents.

While younger people with fewer ties are more likely to move abroad or to the wealthier north, they can be put off by the types of work contract they are offered, said Raffaele Fabozzi, professor of labor law at LUISS University of Rome.

"A young person who has to move to another region has to pay for their rent ... so if they don't have a stable contract they don't have any reason to leave their family home," he said.

Italy, like France, has a two-tier labor market that gives protection and benefits to salaried workers and hardly any rights to hundreds of thousands of mostly young people on temporary contracts. In the current recession, employers have become even more reluctant to hand out long-term contracts.

Unemployed people also face difficulties moving to new sectors due to limited retraining and qualification services.

Welfare spending in Italy has traditionally focused on pensions, while spending for labor policies has been more limited, said Luca Paolazzi, head of the research unit at employers' lobby Confindustria.

"We have few active policies to boost work. We have few training, education and requalification capacities and ability to move workers from one sector to another," he said.

In France, government officials acknowledge privately that too much is spent on generous unemployment benefits and not enough on training. But reforming the unemployment benefit fund, is a matter for negotiation between labor unions and employers, due to begin this autumn.

Rudy Tichy, who heads a public employment agency in Altkirch in the eastern French region of Alsace, said the closure of big plants in former industrial regions such as his triggered a skills mismatch which requires people to either move or retrain.

"Half of the people registered here have industry sector profiles but the jobs on offer are in the services sector, personal assistance to people, trade," he said.

FAMILY TIES

Beyond that experience mismatch and the practical difficulties of moving a family and making sure both spouses have a job, "French tradition means people simply don't have geographic mobility in mind," said Tichy.

While France has an extensive network of childcare services and subsidies, in Italy, many families rely on grandparents to help look after children, which also makes it harder to move.

In Lazio, south of Rome, 57-year-old Guerino Ventre is struggling to make ends meet with the roughly 1,000 euros a month he earns for working about 10 days a month since Fiat's Cassino plant in Lazio started running at reduced hours.

But the father of three grown children, who has been working in the plant for 34 years, said he doesn't want to leave the region, where most of his relatives live.

"I have my family here now, my things. And then there is the question, where to and to do what? All plants are experiencing the same situation, so moving does not make a difference."

In rebuff to Bloomberg, New York City Council curbs police power

NEW YORK (Reuters) - The New York City Council passed two measures to restrain police powers early on Thursday in direct defiance of Mayor Michael Bloomberg, who has defended procedures such as "stop and frisk" as necessary to fight crime.

One creates an independent inspector general to monitor the New York Police Department (NYPD) over a seven-year period and make recommendations on how it could be improved. The other expands the definition of racial profiling and allows people who believe they have been profiled to sue police in state court.

Both were aimed at restricting the New York City Police Department's use of stop-and-frisk, a policy of stopping, questioning and frisking people suspected of wrongdoing. Minority groups, civil libertarians and some Democratic mayoral candidates have argued that police disproportionately target minorities, particularly young black and Hispanic men.

"I want to speak from my heart. I implore you, if you've never been a young black or Latino, male or female, in New York City, to please listen to us," said Jumaane Williams, a council member from Brooklyn who sponsored the bill.

Shortly after the vote, Bloomberg, who has made the fight against crime a centerpiece of his three terms in office, promised to veto both bills, forcing the council to hold another vote to override his veto.

Each passed the 51-member council with at least 34 votes, indicating both measures now have the two-thirds majority support to override a mayoral veto.

The inspector general bill passed 40-11 and the racial profiling bill 34-17. A crowd of more than 100 people burst into cheers when the 34th vote was counted after 2 a.m. (0600 GMT).

The vote came after the Washington Post reported that four Central Intelligence Agency officers were embedded with the NYPD in the decade after September 11, 2001, including one who helped conduct surveillance operations inside the United States.

The CIA inspector general found the collaboration was replete with "irregular personnel practice" and lacked adequate control by agency supervisors, the Post reported, citing an inspector general report it acquired from a Freedom of Information Act lawsuit.

"We're proud of our relationship with CIA and its training expertise," police spokesman Paul Browne said in response to the report, giving the program credit for helping New York avoid any new attacks since 2001.

The power of police and its effect on the Fourth Amendment to the U.S. Constitution have become defining issues in New York City's mayoral race. The amendment guards against unreasonable searches and seizures and requires probable cause for warrants.

A primary election has been scheduled for September 10, and the general election is set for November 5.

Bloomberg and New York City Police Commissioner Ray Kelly have vigorously defended stop and frisk, arguing that police make the most stops in minority neighborhoods because that is where crime rates are highest.

City Council Speaker Christine Quinn, a Democratic mayoral candidate and Bloomberg ally, broke with the mayor and supported the inspector general, though she voted against the bill on racial profiling.

Former Congressman Anthony Weiner, a front-runner in the race for mayor along with Quinn, has expressed general support for stop and frisk.

Microsoft has been talking about its next version of Windows 8 for months, and has already shown off bits and pieces of it.

The new version, Windows 8.1, debuts today. It's not the final version, although anyone with a Windows 8 device can download it from Windows Update or the Windows app store to try it out.

The release comes on the opening day of Microsoft's big developers conference in San Francisco called Build.

We got to take the preview version of Windows 8.1 for a spin. Here's what you can expect to change when you make the free upgrade later this year.

It fixes some of the things that people hated in the original version of Windows 8 and it added a bunch of new features.

Former Qatari PM drove bold, maverick foreign policy

DOHA (Reuters) - The manager of Qatar's rise to global prominence, former Prime Minister Sheikh Hamad bin Jassim al-Thani, used charm, tenacity and economic clout to broker peace and topple dictators overseas and build an investment nest-egg for future generations at home.

Sheikh Hamad was replaced as prime minister and foreign minister in a cabinet reshuffle announced on Wednesday, following the accession of 33-year-old Sheikh Tamim bin Hamad al-Thani as emir.

There was no immediate word on whether he would retain his job as vice chairman of the Qatar Investment Authority (QIA), a sovereign wealth fund with assets believed to be $100-200 billion, although Qatar watchers expect him to keep that job.

During his two decades as foreign minister, Qatar hosted the largest U.S. air base in the Middle East but also cozied up to America's foes Iran, Syria and Hamas in pursuit of leverage. Last week the Afghan Taliban also opened an office in Doha.

At the heart of Doha's rise to international limelight was a decision made early on in the rule of Sheikh Hamad bin Khalifa al-Thani to end a tradition of automatic deference to Saudi Arabia, the dominant power in the Arabian peninsula.

The independent-minded policy that resulted saw tiny Qatar punch well above its weight in world affairs, striding the stage as a peace broker, often in conflicts in Muslim lands.

The country's boldness contributed to Qatar's success as a regional mediator - Doha developed an ability to engage almost everyone from the United States to Hezbollah, and even eventually Saudi Arabia, an old foe and regional powerbroker.

Qatar's unusual foreign alliances amazed its friends and astounded its critics. For example, it went further than most of its neighbors in establishing contacts with Israel, although these were later ended.

PERSONAL WEALTH

Alongside foreign policy, Sheikh Hamad's role at the QIA has given him authority over its numerous acquisitions, which in recent years included London department store Harrods, Singapore's Raffles hotel and stakes in German sports car maker Porsche and Barclays bank.

He owns personal stakes in many Qatari companies, including Qatar Airways as well as Project Grande (Guernsey), the developer of London's One Hyde Park project and several hotels in Doha; his personal wealth is estimated to be in the billions.

"He has been one of the primary architects of the Qatar project, along with the emir. His practical domestic influence has been second to none," said David Roberts, director of the Royal United Services Institute based in Doha.

"He has also been an extremely effective salesman of Qatar, and has helped boost its cache abroad tremendously."

Sheikh Hamad, appointed foreign minister in 1992, played a key role in facilitating the 1995 coup in which his cousin, the country's outgoing Emir Sheikh Hamad bin Khalifa al-Thani, seized power from his father.

For this, he appears to have been rewarded with influence for life.

"Hamad bin Jassim will be very difficult to replace, largely because he was an extremely charismatic figure. He brought a distinct charisma and energy, the intangible qualities of what it takes to be a truly good diplomat," said Michael Stephens, researcher at the Royal United Services Institute based in Doha.

Named prime minister in 2007, Sheikh Hamad played a personal role in facilitating Qatar's numerous conflict resolution efforts, brokering talks in conflicts ranging from Lebanon to Yemen and Darfur to the Palestinian territories.

In 2007, he brought the Lebanese government and Hezbollah-led opposition to Qatar for talks to try to resolve a broader political showdown that had paralyzed the country for more than a year, helping to end the worst internal fighting in Lebanon since the country's civil war.

In 2009, he helped broker a peace agreement between the government of Sudan and the country's Justice and Equality Movement, helping to largely quell the conflict in Darfur.

ARAB SPRING

Sheikh Hamad also promoted the Arab Spring, in which Qatar lent significant support to rebels fighting Libyan leader Muammar Gaddafi by supplying them with weapons and fuel.

The state has also been Egypt's top financial backer, signaling an intention to play a leading role in rebuilding the economy of the most populous Arab country after a 2011 uprising.

Some officials in other Gulf Arab states believe Qatar has a long-term strategy to use the Muslim Brotherhood, an international movement that seeks to bring about Islamist rule in Muslim states through peaceful means, to redraw the region.

In March, Sheikh Hamad for the first time publicly dismissed allegations of any partiality to the Brotherhood.

"The Ikhwan (Brotherhood) was not in power when we visited Egypt and gave $2 billion. It was under the rule of the military, actually. We were there before there were elections," he told a news conference.

"We have been accused of trying to buy Egypt. Egypt is bigger than our money."

Qatar's energetic support for Syria's rebels has been criticized by some Western and Gulf Arab officials for handing arms and cash indiscriminately to militant Islamists who want a Sunni Islamist state in Syria.

Qatar says it simply wants Assad removed from power and the killing of civilians stopped. But some analysts say its support for the rebels may crimp its ability to present itself as an honest broker in future conflicts.

"After the conflict in Syria, Qatar cannot any longer pose like this in the Arab world," said Neil Partrick, a Gulf security expert.

'American Idol' Adding MTV Video, Movie Awards Duo to Producing Team

LOS ANGELES (TheWrap.com) - Fox's "American Idol" is going for full spectacle when it returns for Season 13.

An individual with knowledge of the negotiations told TheWrap that producing pair Jesse Ignjatovic and Evan Prager are close to signing on to the music competition as the producers for 19 Entertainment.

Under their production company Den of Thieves, Ignjatovic and Prager are well versed in creating big televised music events.

No strangers to reboots, the duo took over production of the MTV Movie Awards last year, edging out "The Voice" producer Mark Burnett. They have also produced MTV's Video Music Awards, VH1's "Divas" concert and the CMT Music Awards.

19 Entertainment declined to comment. Fox didn't immediately respond to our request for comment.

This is just the latest development in the major makeover Fox is undertaking as a result of "Idol's" continuing downward trend in the ratings.

The Den of Thieves pair will join newly hired showrunner Per Blankens, previously the producer of Swedish "Idol." News Corp. executive and veteran live-sporting-event producer David Hill will oversee production in the wake of Fox reality chief Mike Darnell's sudden exit in May.

As TheWrap first reported, "Idol" fired founding producers Nigel Lythgoe and FremantleMedia's Ken Warwick.

Additionally, judges Randy Jackson, Mariah Carey and Nicki Minaj have confirmed the exits we reported first in May. That leaves lone judge Keith Urban and host Ryan Seacrest, who has another year on his contract.

Waiting in the wings is Oscar winner and "Idol" alum Jennifer Hudson. Her $4-5 million judging contract has been held up at Fox as it reorganized the production and executive teams in charge of the show.

Previous plans to create an all-alum judging panel have been put on hold and may be scrapped altogether. Fox has approached Kelly Clarkson, whose reps told TheWrap is not interested in joining the show. Adam Lambert has also been floated at Fox for a seat on the judges' panel, but last we heard he hasn't been formally approached.

Los Angeles-based Den of Thieves is represented by CAA.

White House urges Moscow to expel Snowden to US

WASHINGTON (AP) ? The U.S. assumes National Security Agency leaker Edward Snowden remains in Russia, and officials are working with Moscow in hopes he will be expelled and returned to America to face criminal charges, President Barack Obama's spokesman said Monday. The White House said a decision by Hong Kong not to detain Snowden has "unquestionably" hurt relations between the United States and China.

Snowden left Hong Kong and flew to Moscow but then apparently did not board a plane bound for Cuba, as had been expected, and his whereabouts were a mystery. The founder of the WikiLeaks secret-spilling organization, Julian Assange, said he wouldn't go into details about where Snowden was but said he was safe.

Snowden has applied for asylum in Ecuador, Iceland and possibly other countries, Assange said.

At the White House, spokesman Jay Carney said of the Russians that the U.S. was "expecting them to look at the options available to them to expel Mr. Snowden back to the United States to face justice for the crimes with which he is charged."

"The Chinese have emphasized the importance of building mutual trust," he added. "And we think that they have dealt that effort a serious setback. If we cannot count on them to honor their legal extradition obligations, then there is a problem. And that is a point we are making to them very directly."

G20 task force to study Libor reform

BASEL, Switzerland/LONDON (Reuters) - The Financial Stability Board, which sets rules for global banks, will set up a task force to look at reform of Libor after a scandal in which three banks were fined for rigging the global interest rate benchmark.

FSB Chairman Mark Carney said the steering group will report back next year on whether the benchmark should be changed and over what period, based on new international standards expected from the IOSCO group of securities regulators next month.

"What has to be taken into account is the robustness of the standard," Carney told a news conference after a FSB meeting. "We have to recognize that even some transactions benchmarks could be manipulated, it depends on depth of the market."

The steering group will be co-chaired by Martin Wheatley, chief executive of the UK's Financial Conduct Authority, and Jeremy Stein, governor of the U.S. Federal Reserve Board.

The group would also be considering ease of transition and transition costs and noted there were considerable efforts already underway to improve the London Interbank Offered Rate (LIBOR), used to help price products worth over $300 trillion.

An affiliated market participants group will review options for robust reference rates.

The FSB is tasked by the Group of 20 leading economies to coordinate regulation after the financial crisis and Carney said some parts of the financial system have not been fully repaired.

Global markets have fallen in recent days after Federal Reserve Chairman Ben Bernanke said last week the central bank expected to reduce its bond-buying later this year and halt the stimulus program altogether by mid-2014.

"What we have been urging supervisors to do... is managing their risk positions, looking at stress scenarios when there is material increase in volatility ... because eventually across all major jurisdictions the objective is to move away from exceptional emergency accommodation," Carney said.

The FSB, which met on Monday, discussed liquidity developments in all major global markets, including China where there are fears of a credit crunch. China's central bank said on Tuesday it would guide market rates to reasonable levels and manage liquidity in a flexible way.

"I would say the authorities have the situation well in hand," Carney said of China.

INSURER SUPPLEMENT

The FSB has already required 30 or so of the world's top banks to hold extra capital from 2016 to ensure taxpayers won't have to rescue lenders again in any future crisis.

Carney said the board is now finalizing which insurers will be deemed globally systemic (GSIs) and will name them in July.

Carney said those named will have to hold a capital "supplement" above a certain backstop level.

"It is possible that an existing insurer has capital above that supplement level so there is no additional capital requirement for that insurer but that calibration work remains to be done," Carney said.

Regulators will develop the backstop capital requirements to apply to all group activities, including non-insurance subsidiaries, by the G20 summit in 2014.

Carney also set a September deadline - date of the next G20 summit in Russia - for global derivatives regulators to resolve disputes over new cross border rules to make the sector safer.

If you're like me, and you're eligible for a new phone (thank you 20-month upgrade) and you're not going to wait, there are a few somewhat compelling deals going on right now for on-contract iPhones.

The best deal going on right now is for AT&T subscribers. They're knocking 50% off all top tier phones, so for instance, an iPhone 5 starts at $100. [AT&T]

Best Buy is doing a buyback program where your old phone can be worth as much as $150 towards a new one. Personally, I think that's a little low, but it's certainly an option. [Best Buy]
